My first thought was that she was in the wrong job. But then I read that she had been reassigned from high school (older children) to middle school (younger children.)

My certification in NY is for grades 7-12. Given that currently middle schools go from 5-8 or 6-8, I would not be certified to cover classes there, unless they specifically gave me 7th and 8th grade.

It is an interesting situation. Seems to me that if she can prove that they knew about her condition, and if there is an available position at the high school, that she should get that position under IDEA.
