Why does McCain keep quoting Mao?

I was watching him speak today and he said:

“Remember the words of Chairman Mao: 'It's always darkest before it's totally black.'.”

I thought it was a one time thing, but looking online he seems to say it a lot.

You are mistaking the Napoleon syndrome with actual national security.
This was a smart tactical move, approved by our Democratic Congress, in order to protect you and I.
I realize some don't see it that way, but they will in time.
