A contradiction in terms. No such bird. Populism, as I understand it, comprises of tradespeople, farmers, students, the middle class, and the working poor who attempt to make government more responsive to their needs and less responsive to big business, multinationals, the military industrial complex, and the monied elite.

O'Reilly, jerkwad supreme, isn't reaching out to the aforementioned in any way that I see. His audience is the rightwinger who gets most of his news from one particular source and tunes in to catch his daily rants against Liberals and Democrats. Nothing populist about that idiot.
