But if you examine another figure, the gross federal debt, you'll see something strange. First, the debt has increased in each of the past eight years, even in the two years when surpluses were reported. Second, the gross federal debt, which includes the obligations held by the Social Security and Medicare trust funds, has increased much faster than the deficits -- about $3.3 trillion over the same eight years.

Click the link and look at the debt table at the bottom of the article. There you can see that clinton's "surplusses" were really modest debts. More interesting than that, to me, is that the actual debt during the 2003-2007 time period has been roughly the same, while the reported number has fluctuated. It would appear that Bush did not actually cut much deficit at all, it was just lip service to fiscal conservatives.
