(CNN) -- Two University of Florida police officers were placed on leave with pay after using an electronic stun gun to subdue a student who was questioning Sen. John Kerry at a campus forum, the school's president said Tuesday.

Student Andrew Meyer is surrounded by university police in Gainesville, Florida, on Monday.

But the student's behavior and past activities are prompting questions about whether the incident was part of a stunt.

The Florida Division of Law Enforcement will investigate Monday's arrest of Andrew Meyer, said University of Florida President J. Bernard Machen. Machen called the incident "regretful for us."

"The thing that I regret is that civil dialogue and civil discourse did not happen," Machen said. "That's fundamental to a university campus. Why it didn't happen is what we're trying to sort out."

During Monday's forum, Meyer came to the microphone to question the 2004 Democratic presidential nominee from Massachusetts. Watch the incident unfold ยป

"You will take my question because I have been listening to your crap for two hours," Meyer told Kerry, according to the police report of the incident.

He then turned to a woman and said "Are you taping this? Do you have this? You ready?" the report said.

Clarissa Jessup, who contributed I-Report video of the incident to CNN, said Meyer gave her his camera and asked her to shoot video of him posing his questions to Kerry.

Organizers had cut off questioning before Meyer went to the microphone, she said. Watch Jessup describe the incident

Meyer asked Kerry why he did not contest his loss to President Bush in the pivotal state of Ohio over allegations that African-American voters were disenfranchised.

Meyer also questioned Kerry about why he did not support impeaching Bush and whether he belonged to the Yale University secret society Skull and Bones, as Bush did.

One of the police officers on the scene observed that Meyer was "yelling as loud as he could as to sensationalize his presence," according to the police report.

Meyer had about a minute and a half at the microphone before police stepped in to haul him away. As he tried to escape their grip, Kerry protested, "That's all right, let me answer his question."

But as Meyer repeatedly questioned why he was being arrested, officers dragged him to the back of the auditorium and then used a Taser on him when he continued to struggle.

While Kerry pleaded for calm, officers warned the student he would be shocked if he did not stop resisting.

Meyer responded, "What did I do? Get off me ... get the f--- off me, man, I didn't do anything. Don't Tase me, bro, I didn't do anything."

Police noted that his demeanor "completely changed once the cameras were not in sight" and described him as laughing and being lighthearted as he was being driven to the Alachua County Detention Center.

"I am not mad at you guys, you didn't do anything wrong. You were just trying to do your job," Meyer said, according to the police report.

At one point, he asked whether there were going to be cameras at the jail, according to the report.

Meyer was charged with resisting arrest with violence -- a felony -- and a misdemeanor count of disturbing the peace. He was released without having to post bond Tuesday.

Machen said the clips posted online paint an incomplete picture of the scene. Watch the university's reaction

University spokesman Steve Orlando said before police moved in, Meyer was asked to relinquish the microphone because he was "being disruptive."

But the arrest triggered a protest by a group of University of Florida students Tuesday. One of them, Benjamin Dictor, called the arrest "an assault on reason itself."

"For a question to be met with arrest, not to mention physical violence, is completely unacceptable in the United States," Dictor said.

Some students cheered Meyer's removal, and others looked on quietly. But several screamed in protest when officers prepared to shock him.

Meyer was carrying a business card advertising "TheAndrewMeyer.com 'Speak My Mind,' " the police report said.

The Web site features videos of Meyer taking part in several practical jokes. It also includes a "disorganized diatribe" that criticizes the war in Iraq and the media.

The Web site said his friends had posted coverage of his arrest.

In a statement issued Tuesday, Kerry said he didn't know a Taser had been used on the student until after he left the event, and said he hoped no one was injured.

"In 37 years of public appearances, through wars, protests and highly emotional events, I have never had a dialogue end this way," he said.

"I believe I could have handled the situation without interruption, but again, I do not know what warnings or other exchanges transpired between the young man and the police prior to his barging to the front of the line and their intervention."

Machen said authorities have not determined whether Tasers were used improperly.

In addition, he said a student-faculty review panel will examine "all of our protocols relative to student dialogue and faculty interaction" in the wake of the incident.[/quote]

So what is your point? Lets go back to your original post:

And my response is: So? You say this as though there's something inherently wrong with this, when the same criticism can be leveled (and was) against Rosa Parks (albeit without the 'taping' thing, because the technology didn't exist yet.) No, I'm not comparing the two - I'm just pointing out that creating a disruption to make a point is NOT an inherently bad thing.

The only important matter is whether he was creating a disruption in a way that deserved the treatment he received.

Exactly...he was overdramatic to pump up the sensational factor. He seems to be a cocky SOB who likes to shock people to stretch out his 15 minutes. But when others aren't in on the plot (ie. campus police) they follow their rules and procedures.

Listen to me on this one, ladies and gentlemen. Don't resist the police and you will not be harmed. You will be cuffed and led to a squad car and then booked. But if you fight, as Meyers did, you will be stopped and we WILL NOT lose that fight.

Back on topic. If this was a practical joke I believe that he's really hurt the protest movement. The far-Right (as shown by emale here in the forums) and the far-Left (as shown by DANG here in the forums) are both running with this. For one it's the deplorable inaction and possible conspiracry that Kerry could have stopped or directed the attack, for the other it's the facist "pigs" and thier weapons of death!

But if this turns out to be some joke, then please look at Stoners post again, the dude wearin the egg, and you'll get the gist of the joke. To be honest, if it was a joke, the guy will probably be crucified by all sides. Whereas if he was serious, one side or the other would feel pity for him.

If he had just gone quietly with the campus police...chances are they would have reprimanded his behavior in the hall outside of the auditorium, and let him go. HE made the scene, the police responded to it.

More and more eye-witness reports are stating how much of a problem this person was BEFORE the cameras started to roll.

This is what I saw at the Kerry forum on Monday: Meyer, a 21-year-old telecommunications major, jumped up to the microphone already flanked by University Police.

He interrupted another student's question, and although Kerry had earlier said he was taking no more questions, he told Meyer he'd take his comments next. Kerry asked the police to allow Meyer to speak.

I would think that with behavior such as this that he DID pose a possible threat. The police acted accordingly. The drama surrounding this person was not real. He created it. He created the situation. It's like when people commit suicide by cop by waving around an unloaded gun. You don't blame the cops for shooting the guy. This kids was purposely trying to create a scene and he did.

You also have to look at his size...he is NOT a small person. He resisted enough that in order for him to be subdued a taser would need to be used. He may or may not have planned that but he certainly cried like a baby over it.

Campus rumors now circulate that Meyer, known as being a prankster, was simply trying to be obnoxious and get attention at the Kerry speech.

The person is KNOWN to be a prankster. If the person doing this was Tom Green would any of you take this matter seriously?

I posted an article about this in the original thread, when it was still being discussed.

He was a known pratical joker that video taped all this pranks. It seems this one just got out of hand..........and as I said in that post.......I'll bet the girls are lining up for dates!

I don't think it matters if it was a stunt or a prank. The facts are the same. He asked questions, his mic was cut for saying blow job and the cops grabbed him unneccessarily and then he made a lot of noise and wriggled out of their grasp so they tased him. The cops went too far.[hr]

No wonder it was so hard for me to get dates, I was smart and considerate of others. Should've been a stupid prankster.:embarrased:

Viola, it DOES matter because it changes him from a innocent person who was possibly abused, to a pratical jokester looking for attention and got more then he bargained for. The first would at least get my pity and the benefit of the doubt from the majority of people, the latter will simply be laughed at...

Perhaps next time, he won't be so disruptive or rude. And I'd be willing to bet that he won't be resisting officers when they ask him to move along...

It absolutely does matter if it was a stunt. Because you do not see what led up to the events of him being on the mic. I have read at least 3 accounts that he was being disruptive before he got the mic. Supposedly Kerry ended the Q&A and the kid was insistant on his questions being answered...Kerry said it was alright and he would take his questions next. Supposedly the kid entered with an escort of police tailing him. Don't you wonder WHY there are 2 cops standing directly behind him to begin with? There is fairly good evidence here that he incited this incident. You can see half the evidence on the tapes. The rest of the puzzle is from eyewitness accounts.

bottom line is in this thread as it was in the other one...

when the police tell you to cease and desist... do it... when they tell you to move along... do it... to do otherwise is resisting their lawful commands and if you strike one of them, you will be in jail wondering what happened...

please don't be so stupid as to do what Meyer did...

Because the tazer or taser gun is a part of the Police arsenal now. It will be used before pepper spray and probably before the cuffs. So if the officer tells you to stop, then you don't, s/he pulls the taser gun and warns you that if you don't stop you'll be tazed, and you don't stop...well expect an owie.
