WASHINGTON - Republican presidential hopeful John McCain on Thursday backed a scaled-down proposal that imposes strict rules to end illegal immigration but doesn't include a path to citizenship.

The move away from a comprehensive measure is an about-face for the Arizona senator, who had been a leading GOP champion of a bill that included a guest worker program and would have legalized many of the estimated 12 million illegal immigrants living in the U.S. It failed earlier this year.

"We can still show the American people that we are serious about securing our nation's border," McCain said in a statement, adding that the new bill would "provide an essential step toward achieving comprehensive reform in the future."

McCain's immigration position has been a campaign liability among Republican voters and hurt his efforts to raise money. Other GOP presidential candidates, fellow Arizona Republicans and immigration opponents throughout the country have loudly decried his position.

Observers said McCain's switch was political. "He recognizes his position on the issue is killing him," said Steven Camarota, research director at the Center for Immigration Studies, which favors vigorous immigration enforcement.

McCain's co-sponsors include Republican Sens. Lindsey Graham of South Carolina and Jon Kyl of Arizona. All three were leading advocates for the unsuccessful comprehensive immigration measure and were bombarded with criticism for their support.

Immigrants' rights advocates jumped to condemn their decision. "It is fairly stunning they have gone from leaders on comprehensive reform legislation to lemmings running over the cliff" with the Republican opponents of the bill, said Angela Kelley, deputy director of the National Immigration Forum.

Among other things, the bill makes being in the country illegally a criminal misdemeanor and toughens penalties for re-entering after being deported. It mandates an electronic system for employers to check workers' citizenship status and requires illegal immigrants who commit a crime to be held in jail until they are deported.

John McCain's slide in the presidential race shows up everywhere on the campaign trail.

His staff drastically reduced and his organization nearly broke, McCain flies commercial instead of on private jets, carries his own luggage and relies on supporters to drive him to events, including one that pulled away from a Rotary meeting last week with a flat rear tire.Just pathetic.

You know, Dang......that is one thing I do give him credit for. He truly believes in this war and he won't back down.

I also find it funny that he probably lost the first time around because of a lie made up by this administration and he's going to lose this time, because of a lie made up by this administration.

I really don't think that's true. I remember back when he first proposed the surge - it was pretty obvious that his run for the presidency was going to be based around "If I had been in charge, we would have WON the Iraq war!" Then Bush announced that he was going to follow the "McCain plan" and McCain spent about a month looking like he had just had a massive heart attack.

His plan was bullshit, he knew it was bullshit, but he thought it would be good enough bullshit to fool voters - until Bush decided to actually implement it. At that point, the jig was pretty much up, and he knew it. At this point, he's pretty much just going through the motions in the unlikely hope that things turn out OK in Iraq. He has a better chance of being struck by lightning, but hey, it could happen...

If memory serves me, McCain's plan was for a much larger surge, that actually might have done something. I think I'd look like I had a heart attack too, if someone was claiming to use my strategy, then twisted it around.

His plan was bullshit, he knew it was bullshit, but he thought it would be good enough bullshit to fool voters - until Bush decided to actually implement it.

Well, we're in agreement that the surge is bullshit.:D

Nope, he called for 20,000 troops. Afterwards he tried to backpedal and claimed that when he said 20k troops, he just meant 'a lot' and not a specific number, but the fact is that he called for 20k multiple times in multiple interviews.
