It's simple, it was put to a DEFACTO democratic test AKA televised Senate Hearing, and extra-consitutional event.

Well, I can't thank Democrats enough for reviving and reliving their error 20 years later. Rumsfeld is making hash of the Waxman dog and pony show as I type. Democrats are already overplaying the partisanship with hundreds of hearings and hype with ZERO evidence of anything. Rumsfled is making such boobs of Demcorats that even the liberal media can't protect them from Rummy and have to just get out of the way and cling to the shred of credibility they have left.
