MOSCOW, Russia (AP) -- Moscow could aim nuclear weapons at targets in Europe as part of "retaliatory steps" if Washington proceeds with building a missile defense system on the continent, Russian President Vladimir Putin said Monday.

Speaking to foreign reporters days before he travels to Germany for the annual summit with President Bush and the other Group of Eight leaders, Putin assailed the White House plan to place a radar system in the Czech Republic and interceptor missiles in neighboring Poland. Washington says the system is needed to counter a potential threat from Iran.

In an interview released Monday, Putin suggested that Russia may respond to the threat by aiming its nuclear weapons at Europe.

"If a part of the strategic nuclear potential of the United States appears in Europe and, in the opinion of our military specialists, will threaten us, then we will have to take appropriate steps in response. What kind of steps? We will have to have new targets in Europe," Putin said, according to a transcript released by the Kremlin. These could be targeted with "ballistic or cruise missiles or maybe a completely new system" he said.

On Monday, Iran's top security official called the U.S. plans for the missile defense shield a "joke," saying Tehran's missiles do not have the capability to reach Europe.

"Claims by U.S. officials that installing a missile defense system in Europe is aimed at confronting Iranian missiles and protecting Europe against Iran is the joke of the year," Ali Larijani told the state-run IRNA news agency.

"The range of Iran's missiles doesn't reach Europe at all," IRNA quoted Larijani as saying in Iran's first public reaction to the plans. Larijani is secretary of Iran's Supreme National Security Council, the country's top security decision-making body.

Iran is known to possess a medium-range ballistic missile called the Shahab-3 that has a range of at least 800 miles, capable of striking Israel. In 2005, Iranian officials said they had improved the range of the Shahab-3 to 1,200 miles.

Although Western experts believe Iran is developing the Shahab-4 missile -- thought to have a range between 1,200 and 1,900 miles, which would enable it to hit much of Europe -- Iran has not confirmed such reports.

Iran initially acknowledged in 1999 it was developing the Shahab-4, but claimed it would be used only as a space launch vehicle for commercial satellites.

Putin told reporters that he hoped U.S. officials would change their minds regarding the missile plan, warning that Moscow was preparing a tit-for-tat response.

"If this doesn't happen, then we disclaim responsibility for our retaliatory steps, because it is not we who are the initiators of the new arms race, which is undoubtedly brewing in Europe," he said.

"The strategic balance in the world is being upset and in order to restore this balance without creating an anti-missile defense on our territory we will be creating a system of countering that anti-missile system, which is what we are doing now," Putin said.

Last week, Russia tested a new ballistic missile capable of carrying multiple nuclear warheads and a new cruise missile. While Western analysts said the system has probably been under development for several years, Putin has described the test as part of Moscow's response to the U.S. anti-missile plan.

Putin also suggested that in the absence of a real threat from Iranian and North Korean missiles, the U.S. plan could be an attempt to spoil Russia's relations with Europe.

Relations between Moscow and Washington have soured in the past year. The two former Cold War foes are at odds over Washington's missile plans, over Russia's conflicts with former Soviet nations -- including Ukraine, Georgia and Estonia -- and over U.S. concerns of democratic backsliding in Russia.

What did Cheney think was going to happen? You pull out of the arms reduction treaty, start building more and more nuclear weapons and then start placing these missile shields(that still won't work after billions of wasted dollars) right on Russia's boarder?
I think Putin has been threatening the Bush administration like this for months now. I just can't believe that he would go to the press before discussing this with Mr. Bush. Will we someday put starting another cold war on top of his absolutely terrible leadership in the War on Terror, civil rights abuses and the countless other scandals?

Sorry bout that,

1. But I think what we are seeing is President Putin trying to save face.
2. He knows what we are doing.
3. And agrees we need to protect Europe.
4. Seeing we have Islam every where over there, trying to nuke it.
5. He has to put up a little fuss, while USA, provides this umbrella to protect Europe.
6. Otherwise Russia becomes more of a target.
7. When the defence system is in place, I think we should be prepared to use our nukes on Islam.
8. I am sure we are also providing a level of protection for Russia.

Putin warns of measures against U.S. missile shield in Europe

MOSCOW, June 4 (RIA Novosti) - Russia's president warned of retaliatory steps against Washington's missile shield plans in Europe, and ridiculed a Pentagon missile defense cooperation offer to Russia.

Speaking Friday ahead of a summit of the Group of Eight leading industrialized nations, Vladimir Putin said the United States' mooted missile bases in Europe would be part of the U.S. nuclear arsenal and that Russia could be forced to aim its nuclear weapons at Europe.

"If part of the U.S.' strategic nuclear arsenal is located in Europe and our military experts find that it poses a threat to Russia, we will have to take appropriate retaliatory steps," he said "We will have new targets in Europe."

Putin also said Washington's cooperation proposals to Russia in the sphere of missile defense were limited to one unreasonable offer that Russia provide its missiles for target practice.

"Our American partners want us to provide them with our missiles as targets, so that they can conduct exercises using our missiles. This is just brilliant. What a great idea they've thought up."

Russia has responded angrily to U.S. plans, announced in January, to deploy interceptor missiles in Poland and a radar base in the Czech Republic to counter possible missiles attacks from Iran and North Korea.

At the news conference, Putin dismissed Washington's justification for the planned missile shield as ungrounded, saying the two countries did not have long-range missiles capable of reaching Europe, and that the system, which was "designed as protection against something that does not exist," "changes the configuration of international security."

The Russian president is set to meet with U.S. President George W. Bush, along with the other six G8 leaders at Germany's Baltic resort of Heiligendamm, at the G8 summit from June 6 to 8.

Putin condemned Washington's lack of multilateral consultation on the issue.

"We have heard talk of European solidarity... Two countries, the Czech Republic and Poland, made a decision to deploy the missile defense elements on their territories. They say it is needed for Europe's protection. Has anyone asked Europe? Has there been any pan-European decision?" Putin said.

German Chancellor Angela Merkel earlier urged a broad discussion on the issue, involving Russia.

Russia tested a new ballistic missile capable of carrying multiple nuclear warheads and a new cruise missile last week, saying the tests were part of Moscow's response to the U.S. anti-missile plans.

Putin said Russia would not deploy an anti-missile base in Cuba, its close ally in Soviet times, in response to the U.S. missile plans, and did not rule out that Washington might drop the plans.

"We do not want confrontation, we want cooperation; we do not need bases near any country," he said.

What did Cheney think was going to happen?

He expected exactly what's happening. The war on terror is slowly but surely getting played out, as a fear-mongering tool: time to relive the good old days with Cold War 2.0. Just think of all the military expenditures that can be justified with this.

It was just a short 11 months ago that Bush visited Russia and they were our allies. Man that time flew!

When Putin visited Bush's ranch, Bush said that he looked into his eyes and saw an ally or friend or some such thing. I said at the time that I looked into his eyes and saw an ex KGB agent. Turns out, a lepeord can't change it's spots and neither can a Commie.
