MOSCOW (AFP) -

President Vladimir Putin issued an acerbic warning Thursday to the United States, saying the recent test of a new Russian missile was a direct response to US actions and condemning "imperialism" in world affairs.

"Our American partners have quit the ABM Treaty," Putin told reporters after meeting his Greek counterpart, referring to the landmark 1972 US-Soviet treaty limiting the missile defenses of the Cold War superpower foes.

"We warned them then that we would come out with a response to maintain the strategic balance in the world. Yesterday we conducted a test of a new strategic ballistic missile with multiple warheads, and of a new cruise missile, and will continue to improve our resources."


The United States informed Russia in 2001 that it was exercising its option to withdraw unilaterally from the Anti-Ballistic Missile (ABM) pact. It has since stepped up controversial plans, fiercely opposed by Russia, to deploy a missile defence shield in eastern Europe.

Putin warned Wednesday that the US missile defense plan would turn Europe into a "powder keg" and he repeated on Thursday previous assertions that the planned deployments would ignite a new Cold War-style arms buildup.

"We are not the initiators of this new round of the arms race," Putin said.

Amazing, all of the work that the past 6 presidents have put into peace with Russia is being tested by the Bush administration's insane policies. How much damage can they do before January 22nd? All of the bullshit the right blames on Clinton and the left blames on Reagan really does pale in comparison to what George W. has done.

Anti-Ballistic Missile Treaty (1972)
Summary:

Bilateral ratified treaty of "unlimited duration" between the U.S. and U.S.S.R. limiting each side's anti-ballistic missile (ABM) systems in order to prevent the deployment of nationwide ABM defenses, or a base for such a system. Each country is restricted to a single deployment area of 100 ABM launchers and missiles. The treaty prohibits the development, testing and deployment of space-based, sea-based, air-based and mobile land-based systems and components. Compliance is monitored by national technical means of verification and overseen by a Standing Consultative Commission. The treaty entered into force on October 3, 1972.

On December 13, 2001, President George W. Bush formally notified Russia and three former Soviet republics that it had invoked Article 15 of the Anti-Ballistic Missile (ABM) Treaty to withdraw from the pact. On June 13, 2002, the United States formally withdrew from the treaty. Ground breaking on a test site located at Delta Junction, Alaska for the U.S. missile defense system occured a few days later. Bush announces withdrawal from the ABM Treaty on Thursday at the White House.


WASHINGTON (CNN) -- President Bush said Thursday the United States has notified Russia that it intends to pull out of the 1972 Anti-Ballistic Missile Treaty, starting a six-month timetable for withdrawal and opening the way for the creation of an anti-missile defense system.

"Today I am giving formal notice to Russia that the United States of America is withdrawing from this almost 30-year-old treaty," Bush said in the White House Rose Garden. "I have concluded the ABM treaty hinders our government's ability to develop ways to protect our people from future terrorist or rogue state missile attacks."

This is very dissappointing. After decades of an arms-race and cold-war we shouldn't be taunting Russia. They are still a country with a lot of resources and as America becomes less popular...they may turn to the Russians.

Shit...you can mess with the middle east all you want but this is getting serious now.

The sign of relief the world let out when the cold war ended is now turning into a shriek of horror. Bush seems to be on a mission to destroy any sense of goodwill between the people of world.
