Even though it's my state, I'm not certain how such laws go. But don't prisons have to pay for medical bills? Sex change operations are essential for the mental health of some people, and the person has been examined by psychologists who fear suicide if this is not allowed.
Prisons have the duty to ensure the people are cared for, they are not allowed to adopt the "they're criminals, fuck em" mentality.
You may think it's excessive, but I see it as essential for the mental health of the individual, possibly the physical health as well. I don't have a problem with it. It sounds excessive, but probably isn't.

If "Michelle" were out on parole, how would he/she be able to afford a sex change operation? If for some reason not owning a Ferrari should make me suicidal, do the taxpayers have a responsibility to fork over the money to buy me one? Sounds like somebody trying to make society foot the bill for something he could never afford anyway. I wonder if "Michelle" does get the operation, would she be moved to a women's prison?

I think in prison we are responsible for PHYSICAL health not MENTAL health. He was sent to a physical incarceration not a mental health facility. Sex change is OPTIONAL...just give the guy some estrogen or whatever and tell him to STFU.

Well, I'm a psychology major, so I obviously disagree with you on the importance of mental health. But I'm not aware of any laws that make such a distinction.
Also though, since this person is suicidal, this does relate to physical health.

Hey! We have to take good care of those prisoners and make especially sure their delicate mental health is well cared for.
I predict an epidemic of claustrophobia in our prisons soon.
