MOSCOW, April 15 (RIA Novosti) - Russia has prepared arms contracts worth $3 billion for outgoing president Vladimir Putin's visit to Libya this week, a business daily said on Tuesday citing defense and aircraft industry officials.
The Kremlin said on Monday Putin would visit the oil and gas-rich north African state on April 16-17 at the invitation of Libyan leader Muammar Qaddafi, giving no details of the agenda.
Vedomosti said citing a Defense Ministry official that Russia wants to sell 12 of the latest Su-35 Flanker multi-role fighter and Tor-M2E short-range missile systems, and to offer spare parts and maintenance services for Soviet-era military hardware.
The visit to Libya could be Putin's last foreign trip as president after he steps down in May to give way to his protege, Dmitry Medvedev. Putin will stay on as premier.

Is this supposed to be some mystery December?
Isn't it obvious that smaller nations have historicly been pawns by bigger nations in the global power struggle?

I think you are making things up here. I did not want to say that the smaller nations have historicly been pawns by bigger nations. This is what YOU are saying.
First of all, Libya is not a pawn of Russia. Libya is Russia's friend and ally.
OK?
Second, this sort of treatment of other countries (smaller nations are pawns) by the American Empire got USA in trouble to begin with - the whole world hates America now.
So, if you are NOT trying to manipulate the meaning of my message and you really didn't get it, than allow me to explain the main point of this thread to you.

TRIPOLI, April 16 (RIA Novosti) - Russia and Libya have agreed that Tripoli will repay Moscow $4.6 billion in outstanding Soviet-era debt, Russian Finance Minister Alexei Kudrin said on Wednesday.
"The amount of the debt has been fixed at $4.6 billion," Kudrin said told journalists in Tripoli.
Moscow had earlier put the debt at about $3.5 billion. Tripoli said in the 1990s that Russia also had an outstanding debt to Libya.
Russia's outgoing president, Vladimir Putin, arrived in Tripoli on Wednesday for a two-day visit at the invitation of the country's leader, Muammar Qaddafi, who referred to the Russian leader's visit as "timely" during their opening conversation.
During the visit, the sides could sign arms contracts worth $3 billion, a Russian leading business daily, Vedomosti, reported earlier this week.
The newspaper said citing a Defense Ministry official that Russia wants to sell 12 of the latest Su-35 Flanker multi-role fighter and Tor-M2E short-range missile systems, and to offer spare parts and maintenance services for Soviet-era military hardware.

Vladimir Putin has met Libya’s leader, Muammar Gaddafi, in the capital Tripoli. It's the first visit of a Russian head of state to the oil-rich country. The two sides have already agreed on the amount of debt Libya owes Russia dating back from the Soviet era.
Putin’s visit to Libya is also expected to yield a declaration of friendship and co-operation. Some other documents may also be signed, including commercial agreements.

Today Russian President Vladimir Putin visited the memorial dedicated to the victims of America's barbaric bombing of Libya in April, 1986, and left a note in the Book Of Honorable Guests.

Vladimir Putin arrived in Libya on an official visit.
The greeting ceremony for the President of Russia was held at the Al Aziziyah residence of Libyan leader Muammar Gaddafi.

The leaders of the two countries then inspected the memorial in the Libyan leader's former residence. The memorial is a small two-storey building that bears traces of the American bombing of 1986. The President of Russia left the following message in the book of mourning: "I pay tribute to the victims and mourn together with you".
