You can apply for your converter box coupons online (www.dtv2009.* where * = com , gov, org , and probably a few others), and you can check the status of the program at http://www.ntia.doc.gov/dtvcoupon/status.html. Each household is eligible for 1 or 2 $40 coupons.

The converter boxes will be necessary if you get TV over the air. The first 22 million anybody can get, the last 11 million are reserved for OTA only viewers.
The boxes themselves should start showing up in stores soon - most of them have an MSRP of around $40 - $60, and most consumer electronics B&M stores should have the boxes.
